[Pacemaker] [Help] Pacemaker + Oracle Listener

What happeng if do this command from the oracle user?

tnsping XIB11_HA.WORLD

and remember to specify the ORACLE_SID in your resource parameters

the cluster does a tnsping ORACLE_SID to monitor the instanse
