[Pacemaker] [PATCH] crm shell: improve sanity check for start/stop interval parameter

Hi,

The recent crm shell does sanity checks for parameters, which is great,
but if you specify interval="0s" in start or stop operation it
complains with this warning:

WARNING: dummy01: Specified interval for start is 0s, this is greater
than 0 thus invalid

It should be valid and also the message is a bit confusing.
I would suggest the attached patch.
