[ClusterLabs] pcs remove command doesn't work to remove monitor operations

Hi,
pcs is a separate package not included in pacemaker, so pacemaker
versions are mostly irrelevant here.
Maybe the operation doesn't exist. What is the output of "pcs resource
show FSCheck"?
