This sounds like a bug. I'd try upgrading to RHEL 6.7 first (even if
only on a test machine), as it has additional bugfixes. If it still
occurs after that, I'd recommend opening a bug at
https://bugzilla.redhat.com/ with your resource agent and the output of
crm_report.
