[ClusterLabs] [Announce] libqb 10.rc2 release

I am pleased to announce the second 1.0 release candidate release of
libqb. Huge thanks to all those who have contributed to this release.

This is a bugfix release and I hope to work towards a full 1.0 release
in late February or early March depending on feedback.

Changes from 1.0rc2 are mainly for *BSD platforms

* ipc: set gid on unix sockets
* lib: store server peer credentials in qb_ipcc_connection
* build: Correctly generate spec file's date if LC_ALL != C
* lib: create mmap files in socket directory
* ipc: set file permissions on created sockets
* tests: Add missing Makefile rule for generating the
  auto_check_header_qbconfig.c file
