[Pacemaker] location anti affinity rule not working

Hi,

On RHEL6 systems with corosync+pacemaker+crmsh

# crm configure property expected-quorum-votes="2"
(its not getting changed)

# crm configure show
node nvsd-common-test-redhat
node nvsd-test-redhat-1
node nvsd-test-redhat-2
property cib-bootstrap-options: \
    dc-version=1.1.10-14.el6_5.3-368c726 \
    cluster-infrastructure="classic openais (with plugin)" \
    expected-quorum-votes=3 \
    stonith-enabled=false \
    cluster-recheck-interval=3min
