[Pacemaker] Resources move on Pacemaker + Corosync cluster with set stickiness

This could just be an artefact of the status section being refreshed - which happens as a delete + repopulate.
On the other hand, it could also be us recovering from a situation where the resource was active on both nodes.

grep for pengine in the logs - that will tell you if anything was moved/restarted.

Failing monitor actions that indicate the resource was already started without pacemaker telling it to do so.
