[Pacemaker] failcount always resets at 15m mark regardless of cluster-recheck-interval

Problem 1. s/rescheck/recheck/
Problem 2. this isn't a per resource property so I can't imagine that command achieving anything.
cluster-recheck-interval is for the cluster as a whole, so you need:
pcs property set cluster-recheck-interval=15s
