This just passes the fence request to pacemaker, which is useless unless 
pacemaker's stonith is configured and working (as Emmanuel pointed to).

Please also configure DRBD's 'fencing resource-and-stonith;' to ensure 
that DRBD blocks until the fence succeeds.
