Pore through the daemon.log entries around the time you do your 
"resource start". There are a variety of log tags (cib, lrmd, pengine, 
etc.), so grepping usually isn't worth the bother. The main difficulty 
is the verbosity and the fact that it's not obvious what's expected and 
what indicates trouble. Not every message with the word "error" in it is 
an error. ;-)

But if you go line by line through all that, you can usually find a 
telltale indicator of what really went wrong.

Out of curiosity, why do you put apache in your cluster resources? If 
people are connecting to your virtual IP, there's generally no harm in 
having apache continue running on the other node. But if your DRBD is 
master-slave and apache can't run without it, that would make sense.
