Which version of pcs are you using (pcs --version) and what operating system and 
version (ie. RHEL 6.5).

There was a bug in pcs in RHEL/CentOS which could cause this issue and has been 
fixed in a z-stream release. (pcs-0.9.90-2.el6_5.2 for RHEL 6.5).
