[Pacemaker] pcs command does not work as expected.

I had previously used pcs-0.9.44-5.fc20.x86_64.rpm , but
that version was not implemented "expression rule".

so I downloaded pcs-0.9.115 at https://github.com/feist/pcs/releases,
I built it in fedora 20.
