[Pacemaker] help building 2 node config

Try adding:

          <nvpair id="ybrpip-sticky" name="resource-stickiness" value="0"/>

to the 

        <meta_attributes id="ybrpip-clone-meta">

block.

That should ensure the behaviour you're looking for.
