[Pacemaker] failure handling on a cloned resource

Hi All,
I've created a bug for this issue i'm having
http://bugs.clusterlabs.org/show_bug.cgi?id=5154
I think this is a bug due to the fact that it worked on older releases.
Can someone verify it really is a bug, or just a configuration mistake.
