[Pacemaker] ordering such that at least one resource started

Further to my last email, I now want to create an ordering rule that says "exchange server should only start when at least one domain controller is already started", but I can't see how to do this using crm. There is a syntax using braces, eg:

order dc_then_exch 0: (dc1 dc2) exch

but I think that says that dc1 and dc2 aren't ordered within themselves, but they must both be running before exch can start.
