Thats because the ubuntu package layout is insane... no other distro
creates a package per library.
libccs3 and libfence4 comes from the Red Hat cluster suite.
You only care about them if you want to use Pacemaker with CMAN.

Right, these are all corosync libraries, not independent projects.
