[Pacemaker] crm node online NODE-2 hangs

 From NODE-2 I run:
crm node online NODE-2

It hangs, actually I got a timeout with this error:

Error setting standby=off ... Remote node did not respond

crm_mon from NODE-2 identifies NODE-2 as OFFLINE (with no resources)
crm_mon from NODE-3 identifies NODE-2 as ONLINE as managing resources

from NODE-2: crm node online NODE-2          ...hangs


Why is NODE-2 "OFFLINE" when it appears ONLINE to NODE-3?

How can connected, working nodes report different stats about the state 
of nodes and resources?

Is this a "bug" or did I do something wrong?

Do you need any more information that would be helpful?
