As for why DBIP is -INFINITY on srvplan2, it's because by the time the 
score for srvplan2 is calculated, the DRBD master has already been 
placed on srvplan1, and postgres_on_drbd requires that DBIP be on the 
DRBD master.

I think the better question to ask is why the promotion score on 
srvplan1 is higher than srvplan2. As I understand it, the promotion 
scores should take into account the scores of all the other resources 
colocated with it, but that doesn't seem to be occurring.
