[Pacemaker] "No respawn" for cluster resources

Somehow

on-fail="block"

didn't work.

We kicked it out again, leaving migration-threshold=1 in. Additionally we let the "stop"-subroutine of the tomcat resource script first check, if tomcat is already dead and exit with OCF_SUCCESS if yes.

Everything seems to work fine, now.
