[Pacemaker] migrate resource for specified time: problem

This problem is observed when the system time is not set to GMT or UTC.

Example, if system time is in IST format, then it is GMT+5:30.

During time normalization in iso8601_fields.c, it is causing the error conversion of time.

I will mail the detailed probable fix soon.

What version is this?  Can you create a bug for this please?
