[Pacemaker] node status does not change even if pacemakerd dies

Ah. Miscommunication. So, what I'd have expected that, if that restart
fails (and pacemaker doesn't make it back to the process list), that the
node gets fenced.

A restart is obviously happier, but might not always succeed.
