[Pacemaker] minimizing cluster-glue dependencies

Sorry, but there's just no way anything like this is going to be
accepted in fedora, rhel or upstream.
If the packaging of cluster-glue-libs is too granular, the correct
approach is to create additional subpackages - not to copy half of the
project into pacemaker.
