[Pacemaker] Pure-FTPd resource script is wrong (at least on ubuntu and probably debian)

this is better:

if [ ! -d `dirname $OCF_RESKEY_pidfile` ];then
         mkdir `dirname $OCF_RESKEY_pidfile`
fi

I added at the beginning of the start function,
