You can not.
Use drbd fencing mechanisms to achieve what I think you probably want.

Please DO NOT use dual-primary DRBD for iSCSI targets.
It does not work the way you would like it to.
If you kill your data that way, do not blame DRBD.
Please DO use stonith, always,
if using drbd in dual-primary mode, anyways,
along with the "fencing resource-and-stonith" setting in drbd.
