Can you show the output of
$ ls -l /usr/lib/ocf/resource.d/pacemaker
And try to run and see if it produces XML output:
$ export OCF_ROOT=/usr/lib/ocf
$ /usr/lib/ocf/resource.d/pacemaker/ping meta-data
If all that works, then there's something wrong with the
installation.
