[Pacemaker] promote NG causes demote/stop pending if there are two Master/Slave primitives in a group

Hi,

I am trying to set up two Master/Slave in a group.
If one Master/Slave failed its promote operation,
the subsequent demote/stop operation goes into a pending.
It means, it failed the fail-over.

If there is only one Master/Slave in a group,
demote/stop operation get executed and the service is taken over by
the slave node successfully.

the size of hb_reports were big, so I filed it on Bugzilla.
