[Pacemaker] how to enable to output of a resource agent action in logging

All errors (stderr) output are logged by lrmd. stdout messages
are logged only with debug turned on.

The resource agent should most of the time log something on
errors, but sometimes it's necessary to take a look at the
application's log as well.
