[Pacemaker] Two virtual machines start when they fail in "Live migration".

Thank you for an reply.
When a multiplex virtual machine is started in my environment, a disk may be
broken.
This is fatal.
Because there is no help for it, I intend to apply it in "allow_migrate=false".
