drbd init script and drbd ocf agent are not the same, no.
they are both bash scripts.

did you forget chmod +x ?

ls -l /usr/lib/ocf/resource.d/linbit/drbd
md5sum /usr/lib/ocf/resource.d/linbit/drbd
