[Pacemaker] don't want to restart clone resource

Node count drops from three to two,

 rsc:2 becomes the label of "orphaned" resources,

 "orphanes" are to be stopped by default?

Exactly.

I have tried to set "stop-orphan-resources" and "stop-orphan-actions" options to FALSE, 

it couldn't be resolved.
