Yes, you can obtain meta-data of any resource by :
# OCF_ROOT=/usr/lib/ocf /usr/lib/ocf/resource.d/heartbeat/*apache* meta-data

You can change the resource from "apache" to any other and you are not bound
to a given provider.
(heartbeat  in this example).
