No. They're only needed if you want the group to use different values
to the other resources in the cluster.

"crm_resource -W -r groupname" should work

Usually, yes

Even though you told the cluster that those resource should run
elsewhere, the cluster still needs to confirm that they're not running
on the other nodes.
In your case, you can ignore the "not installed" operation results
since thats what you want.
