Your log settings are somewhat contradictory. In logd.cf:

logfile /var/log/ha-log
debugfile /var/log/ha-debug
logfacility none

In corosync.conf:

logging {
        fileline: on
        to_syslog: yes
        syslog_facility: local1
        syslog_priority: debug
        debug: on
        timestamp: on
}

You should remove logfile/debugfile from logd.cf and set
logfacility to local1.

Otherwise, hb_report should've managed, the logfile/debugfile
support is obviously lacking.
