This is your problem...
location cli-prefer-grp_MySQL grp_MySQL \
rule $id="cli-prefer-rule-grp_MySQL" inf: #uname eq pinguin01-node2
You're saying "It must run on node-2", and then (by means of
crm_resource -M) saying it also "must" run somewhere else.
Either change "inf" to some other value (such as 2000) or try
crm_resource -M --force
