[Pacemaker] does stonith resource need addition constriants?

You may, but it's not needed. If you don't, there may be errors
reported by stonithd, something about the hostlist being empty,
but those can safely be ignored.

The errors you see are unexpected. Please file a bugzilla and
attach hb_report.
