By gum, you're right.  I re-scoured the BIND documentation and found this:

interface-interval 1;

Seems to work.  Thanks!

I'm still curious if I can get a lsb anonymous clone to restart when an 
IP floats over to it, just in case I run into an application that isn't 
so versatile... ;)
