Why didn't you use the crm shell in the first place?

Replace these order constraints with one:
order order-vzfs inf: clone_iscsi_svc clone_iscsi clone_dlm ...
and retry. If the constraint still doesn't work please file a
bugzilla and attach a hb_report.
