[Pacemaker] Best stonith-action, reset or poweroff

In that case it makes no difference.

That's a matter of preference. Whether resources fail back can be
tuned by the resource stickiness. I would use the reboot action
but not start the stack on boot, because it's good to first
investigate why the node was fenced.
