[Pacemaker] crm configure save and load does not reload ordering and location constraints

Another procedure, and probably preferable, would be to save in
the CLI format:

save file

then

load replace file

At any rate, if there is a problem with 'save/load xml' please
file a bugzilla and attach the saved file and the output of
cibadmin -Ql after load replace.
