[Pacemaker] why use ocf::linbit:drbd instead of ocf::heartbeat:drbd?

Because its seems reasonable to use the one written by the same guys
that wrote drbd itself :-)
They're in the best position to understand what the RA should do.

Hopefully one of the linbit guys can comment on why one might be
faster/slower than the other.
