Because the heartbeat one is broken. It's that simple. Don't use it.

Possibly, but it's doing the right thing. If you give us a few more
details we can look into any issues that may exist there, but the fact
that the heartbeat one is "faster" (if it really is) does not mean you
should use it. You really shouldn't.
Andrew, Dejan: as we consider the ocf:linbit:drbd RA stable as of the
DRBD 8.3.4 release, is it acceptable to remove the legacy RA from the
agents repository?
