[Pacemaker] Newbie - problem creating rsc_order constraint

I am getting the following error from crm_verify:

Errors found during check: config not valid

My config is very simple:

I have looked over the crm.dtd file and don't see any mention of the resource_set element so I don't know what it is or what to do with it.
