First question, why do you need it?
Second question, do you want it programatically or via a command-line tool?

Programatically it can be retrieved as part of the
init_ais_connection() call (which connects to the pacemaker service)
or, as chrissie suggested, cpg_local_get().
A shell tool is on the to-do list.
