[Pacemaker] Resource does not migrate to another cluster (node2)

Hi all,

   I have a problem on my cluster when I kill heartbeat process on node1
using command "killall heartbeat". The second node does not take over the
resource. Otherwise, when I stop the heartbeat using the command
"/etc/init.d/heartbeat stop", the second node take over the resource as
expected.

Is this the normal behavior of heartbeat?
