I'd say it's a bug. Not sure where though, in pingd or the RA.
Is there anything in the logs?

Don't think so. I don't understand why it waited.

It's not clear what happened to the pingd attribute: was it
updated immediately or not? A Xen resource also started later than
expected, that should be investigated too.
