Sample program:

#include <sys/stat.h>
int main (int argc, char * argv[])
{
        mkdir("test1", 750);
        mkdir("test2", 0750);
}

Results:
d-wxr-xr-T 2 kupson kupson 4096 sie 13 00:50 test1
drwxr-x--- 2 kupson kupson 4096 sie 13 00:50 test2
