[Pacemaker] pacemaker/heartbeat fails to stop - waiting for stonith?

Yep, its definitely waiting for stonith to complete.
You don't have one of those devices that looses power when the host does do you?
Was wc02 ever part of the cluster (the logs don't go back far enough to tell)?
